Debit the customer's USD balance and credit @WorldUSD for 100.00 USD. The transaction stays inflight, so the settled balance does not move yet.

Commit <transaction_id> when the withdrawal should settle. Blnk applies the hold and writes an APPLIED child. The settled balance decreases by the withdrawal.
